Modern records mandates are unambiguous: digital becomes the master copy, with the source paper disposable only when the digital version is provably equivalent. That bar is high — capture quality, metadata completeness, persistent identifiers, and documented preservation actions all have to be in place from day one. Done wrong, an agency ends up with a digital archive that can't be used as the authoritative copy and still has to keep all the paper. Done right, the physical footprint and retrieval cost drop to near zero.
